TALO Appoints Sector Lead as Part of Expansion into Affordable Housing

Offsite housing specialist TALO has appointed Sam Kinver-Wrigley as Registered Provider Sector Lead to deepen its engagement with local authorities and housing associations across the UK.
This is a new role focused on building relationships and collaborations to help address the housing crisis and accelerate the delivery of ultra-low energy homes. It is part of TALO’s mission-driven approach to contribute to raising the standard of affordable housing in the UK and to eradicate fuel poverty.
In his new role, Sam will be building systems and processes to develop detailed market analysis to inform TALO’s business strategy and its housebuilding solutions for affordable housing. He will be working with social housing providers to develop opportunities for their housing pipeline and projects to unlock brownfield sites in areas of high deprivation. This will enable TALO to deliver genuine and practical solutions in communities with the most pressing housing needs.
Sam has over 15 years of project and programme management experience, having held senior consultant roles at global professional services businesses, Mace and Turner & Townsend.
He brings a depth of knowledge to TALO gained from working on complex construction projects across the built environment – infrastructure, schools, data centres for tech giants, and affordable housing developments, as well as major housing retrofit programmes. This has included managing programmes of 25+ affordable housing sites and leading a 750-home local authority retrofit programme for the Department for Energy Security and Net Zero.
As well as having specialist experience in contract administration, Sam has worked directly with local authorities and housing providers navigating the full complexity of social housing delivery – from site geology and contaminated brownfield sites to planning, funding structures and environmental constraints.
At TALO, Sam will be building systems and processes to generate deep market intelligence, identifying where the affordable housing need is greatest and how TALO’s solutions are best deployed to maximise social value. This analysis will directly inform business strategy and help TALO to target the right scale of development, sites and partners to deliver more affordable, higher-quality homes in areas of deprivation across the UK. He will also be applying his rigorous programme and risk management experience to complex, multi-stakeholder schemes and the masterplans that TALO is now working on.
